Every year the Executive and Legislative branches of Virginia government work out the budget. In odd numbered years a 2 year biennial budget is created and in even years the budget is amended. When then General Assembly adopts the official budget each spring, an official chapter number is assigned. This web page allows you to summarize the budget in different ways and drill down into details of individual agencies.

"Initial" budget round refers to the initial creation of the budget. "Amended" refers to the budget which changes the second year of the biennium. At some time the term "Caboose" was coined to refer to making last minute final changes the current biennial budget that is about to end on June 30. In the odd numbered year, these last minute changes are made in addition to the "Initial" budget for the upcoming biennium. They are 2 separate bills in the General Assembly session, the Initial budget or "Big" bill and the "Caboose" bill.
