This measure represents the Department of Housing and Community Development's (DHCD) costs divided by the number of jobs created by the localities and/or businesses using the grants. DHCD defines its costs to include the actual amount of economic development grants expended on projects creating jobs. Covered programs include Community Development Block Grants (CDBG), the Appalachian Regional Commission (ARC), the Virginia Main Street Program, GO Virginia, and the Enterprise Zone (EZ) Program.

In FY17, there was a 34+ increase in the amount of grant funds expended and 23+ increase in jobs created. This is due to an increase in investments for the Industrial Revitalization Fund, the Appalachian Regional Commission, and Building Entrepreneurial Economies programs. The FY 2016 result was incorrectly reported and was actually 1816 dollars spent per jobs created.
