The target for FY 13 was 1,100 individuals with actual number slightly less totaling 826. This was attributed to the steady yet slower than anticipated upturn in training needs to meet the increase in the need for certifications resulting from incline in the built or construction environment

The significant increase in numbers trained for FY15 was due to the mandated code change training (CCT) which occurs approximately every three years in conjunction with the Virginia code adoption cycle. This number is expected to decrease during FY 16 as CCT comes to a completion and remain at such until 2018 when Virginia anticipates the next code adoption cycle to conclude.
