This measure involves review of agency and independent resources to determine an “agency cost” for training programs as well as a measure of the training volume. For each program, Commonwealth's Attorneys' Services Council identifies from agency payment records all funds the agency spent specifically for that training program as the “agency cost” of producing the program.  This includes: venue/site rental; faculty/consultant fees and expenses; educational materials (printed binders, outlines, manuals, handouts, CD’s); audio-visual services; any break refreshments; and Commonwealth's Attorneys' Services Council staff on-site and travel expenses. Commonwealth's Attorneys' Services Council  calculates the available Mandatory Continuing Legal Education training hours by multiplying the approved Mandatory Continuing Legal Education hours available in a program times the number of actual attendees of the program. Commonwealth's Attorneys' Services Council  maintains a registration sign-in log to identify the number of students.  Commonwealth's Attorneys' Services Council obtains advance written approval from the Virginia State Bar for the number of approved Mandatory Continuing Legal Education credit hours for each program. The Mandatory Continuing Legal Education training hour cost of producing the training is calculated by dividing the “agency cost” of producing Commonwealth's Attorneys' Services Council training programs by the number of Mandatory Continuing Legal Education training. The baseline figure is the average Mandatory Continuing Legal Education training hour cost for the three annual programs for fiscal year 2007 combined. Since 2007 the agency’s funding for these programs has been reduced, so 2007 represents a benchmark reasonable cost for fully funded programs. The averaging calculation divides the aggregated “agency cost” for the three FY2007 programs by the aggregated Mandatory Continuing Legal Education training hours of those programs.
