Data Source and Calculation
This percentage is calculated by dividing the number of juveniles without a conviction for a new misdemeanor or felony offense within a year of being released from direct care by the total number of juveniles released from direct care during each fiscal year. The term direct care includes all committed youth in the direct care population, regardless of placement (e.g., juvenile correctional centers, community placement program, detention reentry, alternative contracted placements). In order to determine the rate of success, the Department of Juvenile Justice (DJJ) uses a recidivism analysis based on data from several collaborating organizations: Virginia State Police (VSP), Virginia Criminal Sentencing Commission (VCSC), Department of Corrections (DOC), and the Virginia Compensation Board. DJJ obtains statewide adult arrest data and conviction information from VSP and the VCSC. Additionally, DJJ acquires subsequent incarcerations from DOC and VCSC. Using multiple sources allows DJJ to follow individuals through the juvenile and adult criminal justice systems for adequate follow up periods to determine if they have been convicted of a new misdemeanor or felony offense within a year of being released form direct care. If they have not been convicted of a misdemeanor or felony offense within one year, they are identified as a successful release.
