Data Source and Calculation
The data source for this measure is the Energy Assistance Eligibility System (Household Report). The measure is calculated by dividing the number of households receiving energy assistance that include at least one resident from a vulnerable population (under age 6 years, ages 60 years and older, or disabled) by the total number of households receiving energy assistance. The EAP, which provides financial assistance with fuel, cooling, and crisis, is not an on-going program. The program components (fuel, cooling, and crisis) have specific annual application periods and corresponding start and end dates. This calculation has unduplicated counts of total households receiving assistance across the program components.
