<p>A cost analysis is performed to determine the total of all costs that are associated with the Virginia Racing Commission's (VRC) permitting department. The analysis includes costs such as labor, materials, and equipment. The total costs will then be divided by the number of permits processed for each calendar year to yield the cost of each permit issued or renewed by VRC.</p>
