Data Source and Calculation
The Appropriation Act sets six education-related performance targets for the public institutions of higher education, whose performance on these measures SCHEV assesses annually. The Act also sets financial and administrative targets for the institutions that the Secretaries of Finance, Administration and Technology evaluate annually and report to SCHEV. Satisfaction of these targets renders each institution eligible for certain financial incentives and benefits as outlined in the Code of Virginia (ยง 2.2-5005). SCHEV is required to certify institutions' achievement of all measures and report these certifications to the Governor and General Assembly by October 1 of each even-numbered year. The calculation of this measure reflects the total number of public institutions certified by SCHEV as having met all targets during the assessment period in question.

2011 17 In accordance with the Higher Education Restructuring Act of 2005, in May 2011 the State Council certified all 17 public institutions as having met all performance measures and targets. This year was the first that all institutions received certification.
2012 The Higher Education Opportunity Act of 2011 suspended the performance-assessment process for two years (2012 and 2013).

2015 In accordance with the Appropriation Act, public institutions' performance is assessed annually, but the State Council's certification of this performance is now biennial, occurring in the fall of even-numbered years (so no certifications occurred in 2015).
2016 17 In accordance with the 2014-16 Appropriation Act (Chapter 665) in September 2016 the State Council certified all 17 public institutions as having met all performance measures and targets for the 2013-14 and 2014-15 academic years.
2017 In accordance with the Appropriation Act, public institutions' performance is assessed annually, but the State Council's certification of this performance is now biennial, occurring in the fall of even-numbered years (so no certifications occurred in 2017.
2018 17 In accordance with the 2016-18 Appropriation Act (Chapter 780) in September 2018 the State Council certified all 17 public institutions as having met all performance measures and targets for the 2015-16 and 2016-17 academic years.
