Data Source and Calculation
The Appropriation Act sets six education-related performance targets for the public institutions of higher education, whose performance on these measures SCHEV assesses annually. The Act also sets financial and administrative targets for the institutions that the Secretaries of Finance, Administration and Technology evaluate annually and report to SCHEV. Satisfaction of these targets renders each institution eligible for certain financial incentives and benefits as outlined in the Code of Virginia (ยง 2.2-5005). SCHEV is required to certify institutions' achievement of all measures and report these certifications to the Governor and General Assembly by October 1 of each even-numbered year. The calculation of this measure reflects the total number of public institutions certified by SCHEV as having met all targets during the assessment period in question.

In accordance with the Higher Education Restructuring Act of 2005, in May 2011 the State Council certified all 17 public institutions as having met all performance measures and targets. This year was the first that all institutions received certification.
