Processing an application involves the amount of time and costs associated with the receipt, scanning, review (including requests for additional information (if necessary), on-site inspection (if necessary)) final determination, and appeal (if applicable)). The processing is divided by the number of certification applications received in total by the agency per quarter. As of the end of FY 09 and because of the implementation of the scanning process (using less paper and more streamlined certification requirements), the cost of processing an application was reduced by $195.00. The use of emails and other electronic means for communicating with the vendors has also helped to reduce costs. As of the end of quarter 4, Fiscal Year 2010, the cost of processing certification applications have dropped significantly because of the improved scanning functions which were implemented and the increased use of electronic means to process the certification applications. The cost to process an application was estimated at $187 by the end of Fiscal Year 2010 (June 30, 2010).
