The Virginia Building Code Officials Association (VBCOA) provides mandated training to local code enforcement personnel required to obtain certification to enforce the Uniform Statewide Building Code (USBC), State Fire Prevention Code (SFPC) and related codes. Training attendance and certification trends are based on the personnel needs of the 160 plus localities. Due to the economic downturn and slow recovery over the past 30 months many localities have experienced staff reductions due to layoffs and attrition as well as unfilled vacant positions. The reduction in staffing results in a decrease of overall certification needs with fewer staff applying for attendance at the mandated training and subsequent certification applications
