This amendment reduces $30.6 million from the general fund and $61.2 million in matching federal Medicaid funds the second year to reflect the impact of the elimination of the tax on health insurers beginning calendar year 2021. The tax on health insurers was created in the Affordable Care Act and is imposed on Medicaid managed care companies, which is the reason the tax impacts the state budget.
