Provides the Department of Motor Vehicles' (DMV) Commissioner flexibility to allow customers to retain valid DMV-issued identification credentials and authorizations to operate a motor vehicle when a declared state of emergency makes renewing or obtaining new credentials or authorization difficult or impossible.
