This amendment reduces the general fund appropriation for Medicaid by $1.3 million the first year and $4.55 million the second year and increases a like amount of nongeneral funds each year, reflecting increased revenues to the Virginia Health Care Fund (VHCF). Because revenues to the fund have historically been used as the state share of Medicaid, additional revenue results in an equal amount of general fund savings. The Governor included language in the introduced budget, which authorizes the taxation of heated tobacco products and extends the 'Wayfair' tax to other tobacco products, but did not appropriate the revenue these actions will generate.
