Allows the Commonwealth Transportation Board to maintain the Department of Rail and Public Transportation’s (DRPT) operating budget at FY2020 levels. Otherwise, given declining transportation revenues due to the COVID-19 emergency, the agency's operating budget could decline, making it difficult for the agency to manage the many public transportation projects it has to address.
