Provides budget language to take the Virginia State University Water Storage Tank and Campus Water Distribution Piping and Campus Water Sewer Upgrades (project 18059) out of the construction pool process and make it a standalone umbrella project. Language directs the funding originally assumed in the construction pool for this project to be transferred to the project and used to complete the work under the originally authorized scope.
